An end user can update the language for the interface by clicking on the Globe icon in the upper-right hand corner of the screen and selecting from the available languages that appear. An administrator is not able to change the language on behalf of another user. Only the user can change their own language. This is by design as it is also a function of the user's browser settings, i.e. if the user has their browser set to Spanish, and the Spanish language is turned on in the portal, the user's language will be Spanish.
